Documents checklist for nurses moving abroad (UK, Germany, USA)
Quick answer: Every route needs the same core papers: a valid passport, your nursing certificates and mark sheets, proof of registration with your nursing council, experience letters, a police clearance certificate and an English or German test result. The differences are in the details: the UK checks your documents directly with your council and needs a TB test for the visa; Germany needs German translations and does not accept Indian apostilles; the USA needs documents sent directly to TruMerit (CGFNS). Start collecting now, because verifications and police certificates can take weeks.

1. Passport
Check your passport's expiry date first. Renew it before you start if it expires within about 2 years, because many later documents copy your passport details. Make sure your name and date of birth match your certificates exactly. If they do not, see "name mismatches" below.
2. Certificates, mark sheets and transcripts
You need your GNM diploma or B.Sc/M.Sc Nursing certificate and all year-wise mark sheets. Ask your college now for a transcript or syllabus that shows subjects and theory and clinical hours. Germany uses these hours to compare your training. The USA usually needs the transcript sent by your school straight to TruMerit, not by you.
If you lost your certificate, the NMC says to contact your institution for a replacement or a statement confirming your qualification (NMC evidence page). Small private colleges can be slow, and some have closed or merged, so contact them early.
3. Nursing council registration and verification
In India you register with your state nursing council (for example Kerala, Karnataka or Delhi). The Indian Nursing Council runs the Nurses Registration and Tracking System (NRTS), which gives you a unique ID. Overseas regulators usually want proof that your registration is valid and that there are no complaints against you.
- UK: if you have been registered in the last 3 years, your regulator gives the NMC your character declaration. The NMC contacts your verifiers once your evidence is in, so tell them in advance (NMC character page). Some regulators charge a fee.
- Germany: provide your registration certificate and any good-standing letter the office asks for.
- USA: TruMerit usually needs your council to validate your licence directly.
Each state council has its own process and fee for overseas verification. For example, the Delhi Nursing Council says it takes 15 to 30 days to issue a verification letter (Delhi Nursing Council). Check your own council's website and keep your registration renewed.
4. Experience letters
Ask each employer for a letter on letterhead that shows: your full name as in your passport, job title, exact start and end dates, full-time or part-time hours, wards or departments, main duties, and the signature, name and contact of a senior nurse or HR manager. In Germany, proven experience can make up for differences in your training and may shorten what you need to do. Get letters while you still work there. It is much harder later.
5. Police clearance certificate (PCC)
In India, apply on the Passport Seva portal, pay online, and attend a Passport Seva Kendra. Check the current fee on the portal. If police verification is needed, it can take several weeks.
- NMC: a police certificate from each country where you lived for 12 months or more in total in the last 10 years. The one from your current country should be issued no more than 12 months before the NMC assesses you.
- UK visa: if you apply from outside the UK, you usually need a criminal record certificate. If you are 28 or over, it covers every country you lived in for 12 months or more in the last 10 years. If you are under 28, it covers those countries since you turned 18 (GOV.UK).
- Germany: the recognition office asks for a criminal record certificate later in the process (Bremen).
- USA: police certificate rules for immigrant visas are listed by country on the State Department's reciprocity page.
Do not get your PCC too early. Some bodies want a recent one, so time it for when you will actually submit.
6. Apostille, attestation and certified copies
Germany: Indian apostilles do not work
India joined the Hague Apostille Convention, but Germany objected, so the Convention does not apply between Germany and India. Germany also stopped legalising Indian public documents in 2000 (German Missions in India). In practice:
- The recognition office tells you whether it wants simple copies, certified copies or originals (Hamburg). Follow its letter exactly.
- German authorities can ask the German consulate in India to verify a document. The consulate quotes INR 45,000 per application and about 6 weeks, plus post. The authority pays first and may pass the cost on to you.
- Triple Win (the German government programme for Kerala) asks for "legalised copies" of your diploma, transcript and registration certificate as part of its own process (Triple Win India). If you are in a programme, follow its document list.
If you are not from India, check whether Germany accepts apostilles from your country before you pay for one.
USA: MEA apostille when asked
If a US state board, employer or lawyer asks for an apostille, India's Ministry of External Affairs issues it. First check whether your document is covered by e-Sanad. If not, get it authenticated by the right state authority, then submit it through one of the MEA's outsourced agencies. The MEA lists Rs 50 per apostille sticker, plus an agency fee of Rs 84 per document and Rs 3 per page (MEA apostille page). The MEA does not accept documents directly from individuals or apostille photocopies.
UK
The NMC's evidence guidance does not ask for apostilles. It verifies with your regulator, institution and referees instead. Only pay for an apostille if an official UK body asks you for one in writing.
7. Translations
- Germany: documents not in German need a German translation, usually by a sworn translator. The office tells you its rules, and some list approved translators. Translations add to your costs, so ask the office before you translate everything.
- UK NMC: for any document not in English, you must give the original, a copy stamped and signed by the translation service, a full English translation that is also stamped and signed, and the translator's contact details. Missing any one of these means the document is not accepted.
- USA: documents not in English need certified English translations.
8. TB test (UK visa)
You need a TB test for the UK visa if you are coming for 6 months or more and have lived in a listed country for 6 months or more. India, the Philippines, Nigeria, Kenya, Ghana and Nepal are among the listed countries, but check the GOV.UK list. The test is a chest X-ray at a UK-approved clinic. The certificate is valid for 6 months from the X-ray date. In India, approved clinics are listed on GOV.UK and include hospitals in cities such as Delhi, Mumbai, Chennai, Bengaluru, Hyderabad, Kochi and Kolkata. A certificate from any other clinic will not be accepted. Book it only once your visa timing is clear.
9. Medical and vaccination records
- UK: the NMC asks for a health declaration. Your employer's occupational health team will usually ask for vaccination and blood-test records, such as hepatitis B, MMR and chickenpox.
- Germany: a medical certificate showing you are fit to work. Health workers in Germany must prove measles immunity. Triple Win pays for the medical and measles vaccination.
- USA: the immigrant visa medical must be done by an embassy-approved panel physician, including required vaccinations (State Department).
Collect your vaccination card and any hepatitis B blood results now. Missing records mean repeat tests and delays.
10. English or German test results
The NMC accepts IELTS Academic (7 in reading, listening and speaking, 6.5 in writing) or OET (B, with C+ in writing). Results are valid for 2 years and must still be valid when your full application is assessed (NMC). For the UK visa, nurses usually do not need a separate English test if they passed one accepted by their regulator. For Germany, keep your official certificate, normally B2 for recognition. See IELTS vs OET for nurses.

Common mistakes that delay nurses
- Name mismatches. Initials on certificates ("R. Anitha") but a full name on the passport, or a surname change after marriage. Fix it with official evidence that shows both names, such as a marriage certificate or gazette notice.
- Date of birth or spelling errors on mark sheets. Ask the college or university to correct them before verification.
- Expired documents. English results (2 years), TB certificate (6 months) and PCCs can expire while you wait. Plan the order.
- Lapsed council registration. Renew it before asking for verification.
- Paying for an Indian apostille for Germany. It will not be accepted.
- Sending documents yourself when they must come directly from the school or council (USA in particular).
- Not warning your referees. The NMC says applications can be delayed if your verifiers have not been contacted first.
- Handing originals to agents. Use certified copies and scans. Keep a cloud folder of every document.
Illustrative example (not a real person)
Meera (a made-up example) trained in Karnataka. Her GNM certificate says "Meera K", her passport says "Meera Krishnan Nair", and she married last year. Before applying to the NMC she gets her marriage certificate, an official name-change notice, a renewed council registration and fresh experience letters. She books her OET, then her PCC, and books the TB X-ray only after her UK employer confirms the visa date. Doing it in this order avoids paying twice for expired documents.

Frequently asked questions
Do I need an MEA apostille for Germany?
No, an Indian apostille does not work for Germany. Germany objected to India joining the Apostille Convention, so it does not apply between the two countries. German recognition offices instead tell you which certified copies and translations they need, and they can ask the German consulate to verify documents.
Do I need an apostille for the UK NMC?
The NMC's evidence guidance does not ask for apostilles. It checks your qualification and registration directly with your regulator, training institution and referees. Your UK employer or visa may ask for other documents, so check each request.
How do I get a police clearance certificate in India?
Apply online on the Passport Seva portal (passportindia.gov.in), book an appointment and attend a Passport Seva Kendra or Post Office Passport Seva Kendra. Check the current fee on the portal. It can take longer if police verification is needed.
How long is a UK TB certificate valid?
Six months from the date of your chest X-ray. It must come from a UK-approved clinic in the country where you live, and you include it with your visa application.
What if my name is different on my passport and my certificates?
Get official evidence that links the names, such as a marriage certificate, divorce papers or a deed poll or gazette notice. The NMC says this evidence must come from the relevant official body and show both names. Fix this before you apply, not after.
Should I send original certificates to a recruiter?
No. Never post your original passport or certificates to a recruiter. Official bodies get originals only at an in-person check or directly from the issuing body. Keep certified copies and scans.
